Tessarae is grain - food that is given out to those who volunteer. They willingly put one more slip of paper with their name on it into the reaping. So getting tessarae = a higher chance of being put into the games.

However just because you get a lot of tessarae does not necesarrily mean you'll get picked. Gale had purchased tessarae 42 times , and Katniss 20. But instead it was Primrose, who had not purchased any tessarare, who was originally reaped.
