Explanation:

We have that ∠ 1 + ∠ 2 = 90 ← ∠ 1 = 7x, thus

7x + ∠ 2 = 90 ( subtract 7x from both sides )

∠ 2 = 90 - 7x

Thus the complement of 7x is 90 - 7x
