It was wuwang. After establishing the Zhou dynasty, Wuwang, assisted by his brother, known as the duke of Zhou, consolidated his rule by establishing a feudalistic form of government, which parceled out territory to relatives and vassals willing to acknowledge Zhou suzerainty.
