That means

The rule for the translation is equal to

(x,y) -------> (x+4,y-6)

Apply the rule of the translation to the coordinates of vertices ABC to obtain the vertices of the image A'B'C'

so

A(-7, 6) -----> A'(-7+4, 6-6)

A(-7, 6) -----> A'(-3, 0)

B(4, 9) ----> B'(4+4,9-6)
