Answer:

I(1, -4)

Explanation:

(-4, -1) is in Quadrant 3 where x and y are negative

when it's rotated 90 ccw it will become in Quadrant 4 where x is positive and y is negative

and also the values of x and y switches

so the answer will be I(1, -4)
