The x-intercept can be found by setting y=0 and dividing by the coefficient of x.

9x +0 = 17

I find it easier to graph the equation by plotting points with integer values. A couple of such points on this line can be found by trial and error* (or by other more sophisticated, difficult to explain means). They are (9, -4) and (-7, 5). The attached graph is a graph of this equation along with those two points.

* You might have to try up to 9 different values for y before you find one that gives an integer value for x. (You're looking for a value of y such that 7y divided by 9 has a remainder of 8.)
