The question is not very clear but all states in America possess the four main characteristics of a state. A state is made up of individuals occupying a particular area with an organized body of government. The following are characteristics of a state;

Population: This is usually the first point of call in every state and this is because, without the people, a state will not exist. For a state to be free of chaos and have peace and tranquility, there is a need for individuals and the government to politically and socially agree on the rules to guide the state.

Territory: A state should have boundaries and this is because one cannot tell when war may arise as to who a border belongs to. However, there is a need to safeguard the lives of a country's populace.

Sovereignty: This feature of a state deals with the power a state possess over a particular territory. Political sovereignty empowers a state to formulate laws, take steps when necessary, etc.

Government: This feature of a state is an organized body responsible for making binding rules to ensure orderliness in a state.
