Let's write this out in equation form:
x/3 = -7/12
Well, first thing's first, we need to get rid of these pesky denominators! Multiply both sides by 12:
12x/3 = -7*12/12
This turns into:
4x = -7
Divide both sides by 4:
x = -7/4
