Answer: y - 4x + 11 = 0

Explanation:

Formula

y₂ - y₁

y - y₁ = --------- ₓ ( x - x₁ )

x₂ - x₁

y - y₁ = 4( x - x₁ )

substitute for the coordinate of x and y

y - (-3) = 4( x - 2 )

y + 3 = 4x - 8

y = 4x - 8 - 3

y = 4x - 11

The equation now becomes

y - 4x + 11 = 0
