The Founding Fathers of American democracy had to limit the number of years a legislator could serve in congress so as to prevent corruption, and avoid dictatorship and abuse of power. It was perceived that if the term of years legislators was not limited, and rotation in office promoted, the legislators, if bad, would continue to make bad laws for the Country and there would not be a way out of the legislative deficit that may ensue in such case. It was also believed that if the term of years of legislators is unrestricted, it could breed legislators who are selfish, callous and inattentive to the public good.
