On the other hand, Peter the Great also did the same thing. He wanted to reform Russia by weakening the "Boyars," the elite class or noble people of Russia. What he did was to tax them on beards. He ordered them to chop off their beards. This brought about several rebellions, but which he could control because of his powerful authority.
