When are cone-shaped volcanoes created?

Volcanoes arise when so-called tectonic plates - which are part of the earth's crust - collide by moving the material present on them and leaving openings for deeper layers of the planet. Through these openings, the magma present between the crust and the mantle - the Earth's middle layer can escape.
