The most important factor that is responsible to make the plants grow in that particular area is the climate, and climate is determined by the height and elevation.

As the elevation increases (i.e. height from sea level) the temperature of that place decreases.

There are other factors like, pollution, humidity level etc. that determines the growth of biome on earth besides height and elevation.
