How we round the digit in the tenth's place is dependent on the value of the digit on the hundredths place and follows the following rule:

(1) if the digit in the hundredths place is less than 5, then digit in the tenths place remains the same.

(2) if the digit in the hundredths place is 5 or greater, then we increase the value of the digit in the tenths place by 1

In our case, we can see that for our number (5.31), the digit in the tenths place is 3 and the digit in the hundredths place is 1

From our rule above, we can see that the digit in the hundredths place is less than 5, hence by rule (1) above, we keep the tenth digit the same and remove all the digits to the right of it.

hence the answer is 5.3
