Answer:

2 pens

Explanation:

3.59 x 2 = 7.18

He will spend $7.18 on the notebooks

1.49 x 3 = 2.98

7.18 + 2.98 = 10.16

1.49 x 3 = 4.47

Adding 4.47 to 10.16 will make 14.63, which is above 13, thus, he can only buy 2 pens.
