We need the circumference of the garden, with it's 150' radius. Circumference, C, is given by: C = 2
\pir. I'll use
\pi=3.15, as you have requested, but it is actually closer to 3.14.

C = 2*(3.15)*150'

C = 945'

4 inches = 1/3 foot.

Every 1/3 of a foot of the circumference will have a flower. We can make this a conversion factor: 3 flowers/foot
