A police officer spent several hours using binoculars to observe an older man loitering on a college campus. The precautionary action taken by the officer can be considered as legitimate as all he did was stopped the man for the suspected him to be dealing in drugs. But also, the search that he carried out even after realizing that he was not dealing in drugs can be termed as illegitimate.
