The electronegative O atom having the lone pair attracts the H of other molecule. Hence the molecules of ethanol show strong intermolecular H-Bonding.

This has more extensive H- bonding Because here H-bonding occur from two Oxygen atoms . One is C=O oxygen and other is -OH oxygen.
