Answer:

See attached diagram

Explanation:

Triangle ABC has vertices A(9,3), B(-7,-5) and C(-3,7).

The dilation with a scale factor of 1/4 centered at (5, -5) has the rule

(x,y)\rightarrow \left((1)/(4)x+(15)/(4),(1)/(4)y-(15)/(4)\right)

Then

A(9,3)\rightarrow A'\left((1)/(4)\cdot 9+(15)/(4),(1)/(4)\cdot 3-(15)/(4)\right)=A'(6,-3);

B(-7,-5)\rightarrow B'\left((1)/(4)\cdot (-7)+(15)/(4),(1)/(4)\cdot (-5)-(15)/(4)\right)=B'(2,-5);

C(-3,7)\rightarrow C'\left((1)/(4)\cdot (-3)+(15)/(4),(1)/(4)\cdot 7-(15)/(4)\right)=C'(3,-2).
