Is this statement true or false? Tree growth is hindered in tundra regions due to low temperatures and short growing seasons.

I believe this is True because most tundra biomes have layers of permafrost under the surface of the ground. Permafrost is frozen soil that never thaws. Thus, permitting the tree to grow roots and survive.
