Drawing Conclusions Many high schools throughout the United States have faced a serious shortage of math and science teachers. Many prospective teachers choose to go into business and industry because of higher salaries. In some communities, businesses are “loaning” employees who want to teach part-time to schools to fill the math and science teacher gap. Does this scenario illustrate scarcity? Why or why not?

Answer:

Businesses must have been instructed by the Government to do so. There is certainly more money in business and industry, and people seldom want to teach after completing their studies. And now it is mentioned that businesses are even providing loans to people who are interested in teaching during their off-hours. The answer to why is mentioned in the above paragraph, and it is definitely why, and not, "why not".
