“Multiply the divisor by as many 10's as necessary until we get a whole number. Remember to multiply the dividend by the same number of 10's.”

Answer:

Its hard to explain but you move the decimal point to the right until the end to make a whole number(on the quotient), and you do the same BUT you only move the decimal on the number thats being divided as much as you did to the quotient.

Ex:

415.98 ÷ 61.98 = ?

(i moved the quotient decimal twice to the right)

415.98 ÷ 6198 = ?

(then i have to move this decimal twice to the right)

which gives me...

41598 ÷ 6198 = ?

then you just solve it
