No, he is LESS LIKELY to win on his next turn.

Explanation:

I assume we are using a standard 6 sided-die, the spaces are 1, 2, 3, 4, 5, and 6. so we have 4 units that are less/equal to 4 ( 1, 2, ,3, 4.)and only 2 units that are more than 4 (5, 6.) so Gavin's chances of wining are 2 out of 6, or 1 third.
