Recall :From the laws of indicies,

x⁰ = 1 ,and (xᵃ)ᵇ = xᵃ ˣ ᵇ = xᵃᵇ. and x⁻¹ = 1/ₓ

Therefore,

(-3)⁰ = 1,

( 2x⁻¹y⁻1 )² = 2²x⁻¹ ˣ ²y⁻¹ x ²

= 2²x⁻²y⁻²

=4x⁻²y⁻²

Now going by the law above, the expression will be

=4/ₓ²y²

So the answer is D
