like containing a fire?
then use anything to cut out the oxygen (like a bucket or a spoon if it’s a tiny flame)

Hope I understood the problem correctly, but here's an idea: You could split it into three different triangles and solve each one using the pythagorean theorem (a^2 + b^2 = c^2) to find the perimeter of the entire fire. Then once the entire perimeter is found, divide the fire line length by the total fire perimeter and multiply that answer by 100. This should give you the percentage of the fire contained.
