There was a requirement of a union that is stronger and a government that is powerful for the purpose of defeating Great Britain, by Congress. There was a need for having an order from the constitution that is closely related with its republican character.

The creation of this type of government resulted form the fear of the central authority and the political theory that stated that the larger nations can not be served only by a republic. There was an urgency in the foreign recognition and growth in the national feel. Most of the Americans felt that the union was a confederated states league.Hence this resulted in the creation of Articles of Confederation.
