-5y = -2x + 9

Then you divide -2x and 9 by 5 to get the y by itself.

-5y / 5 = -2x /5 + 9/5

-y = -0.4x + 1.8

Now your left with a negative y which you can't have, so you times everything by negative one, which will fix it.

-y x -1 = -0.4x x -1 + 1.8 x -1

Now your left with the correct equation, which is

y = 0.4x - 1.8
