In the cartoon, the message that has been given is that there has been an influx of the labor in the country and there have been immigration laws formed to stop it's influx.

Step-by-step explanation:

1) The political cartoon is portraying the idea that there is huge wave of labor coming in the country for better living opportunities and to enjoy a better lifestyle. Because of this there has been over population in the country making the life of labor tough by reducing the amount of wages they are given because of flood of cheap labor.

2) The emotional response that they cartoon is trying to evoke is that the there should be increase in the standard of living of the labor class and there should be betterment in their standards. The immigration laws should be formed to stop the flooding of more labor in the country so that their lifestyle of these people should be improved.
