I know that the constant of proportionality of y = 1.3x is 1.3

the first one: COP(constant of proportionality) is 0.2

the third one: COP is 5/2

the fourth one: COP is 8/5

Explanation:

because 1.3 is the slope and slope=constant of proportionality

calculate the slope for each of them, rise/run. for example, on the third one, the line is going up(rise) 5, and right(run) 2. so 5/2 is the COP.
