So in 15 minutes

After 15 minutes the speed was doubled , that is the the number of seats passed will be 2, i.e, 4 people

so 15 x 4 = 60 people passed, meaning that 60 people have ridden the wheel

Thus totally 30+60 =90 people have rode in the wheel during the time
