the slope is a : a×(2) = -1......( perpendicular to a line with a slope of 2 because y = 2x+8)

a = -1/2 y=(-1/2)x+b

the line that passes through (-3, 9) : 9 = (-1/2)(-3)+b

b = 9-3/2 = 15/2

the equation is : y = (-1/2)x +15/ 2
