Read the two quotes below. Then answer the question.

The main difference between the comments made by Roosevelt and Twain is

The main thing is that how Twain worded that the intention is to conquest the people of the Philippines as if they where the enemy and need to be treated as enemies. However Theodore worded his speech in a more gentle manner toward the people he referred to. As to not directly referring to them but indirectly is more passionate and predetermined alternate to help toward peace and future.
