An eligible voter is picked at random. If this person is 21 years old, do you think he would indicate that the town should build a high school? Why or why not

As we can see in the table, the age group of 18-25 years old also contains a person aged 21 years.

And we can see that:

Majority of the eligible voters in the age group of 18-25 years old said yes. Mainly , total of 61 out of 75 eligible voters in this age group said "yes" meaning that a 21 years old in this age group would also have said "yes".
