so

Multiply by 9 both quantities to obtain how much tablespoons of chili powder is required for 1 liter of chili

(2/3)9=6 tablespoons of chili powder are required for 1 liter of chili

To make 1/2 the recipe, multiply 6 tablespoons of chili powder by 1/2

6(1/2)=3 tablespoons of chili powder
