According to him, each level is related with increasing complexity in the stages of moral development.

Pre-conventional level of moral reasoning is common in children. In this level child's senses of morality are controlled and a child tend to believe in rules given by authoritative figures, for example, teachers and parents.

This level consists first two stages of moral development:

  1. First stage is obedience and punishment driven under which child focuses on obeying rules and avoiding any kind of punishment; worse the punishment of an act more bad the act will be.
  2. Second stage is self-interest driven under which right behavior is based on basis of whatever an individual believe to be in their best interest.
