33 and 1/3 percent because the new fraction is 2/3 of the old fraction.

Answer:

33 2/3 % (33.33%)

Explanation:

Fraction = x/y

After decrease: (x - .5) / (y-.25)

Simplify : .5x / .75y

= 2/3

1 - 2/3 = 1/3 = .33 = 33 1/3 %

Hope this helps
