The Fed was created by Congress to be independent so that political considerations would not drive the actions of the Fed.

This is the meaning of "independent" in this context: non-partisan, separate from any political views.

The Federal Reserve's monetary policies do not need approval from the executive—i.e. the President—or the legislative. Besides, even though it was created by Congress (in December 1913) the Fed does not receive any congressional funding.
