The answer is A. A complete sentence needs at least one subject and predicate. The subject is the first part of information and contains a noun. The predicate expands on the subject/information and contains a verb or phrase. The subject in the sentence is the high school student. Hardworking, over-stressed and perfectionist are used to describe the subject but not the action of the subject. Therefore this is an incomplete sentence.
Hope this helps
