This quote seems to generally explain that we can view situations we face at the moment as the "end of the world" and as it may affect us a lot at the moment, things will get better. The quote symbolizes there's hope and we need to understand that life can go up and down and not as we always expect it to. Stormy weather does not last forever like the problems we face in life so the quote uses the metaphor of weather affecting us now but will go away or better to life situations.
