Explanation:

Relative Maxima means "a point that is higher than the points directly beside it on both sides", or when looking at derivatives, when the derivative of a function changes from above zero to below zero. If you're looking at a graph, all you have to do is find those points that seem to be poking out of the graph, aka c, when x=2.

Also look at the interval - (1,3), so... really, just by that, c would be your answer
