First switch sides
-8+9(b+4) =-34
Then add 8 to both sides
-8+9(b+4) +8 =-34+8
Then simplify
9(b+4) =-26
Divide both sides by 9
9(b+4) over 9 = -26 over 9
Simplify
B+4 =-26 over 9
Subtract 4 from both sides
B+4-4=-26/9 (over 9) -4
Simplify and get -62/9 (over 9)
