Explanation:

If you graph all of the points they are all in the shaded section but (5,0), it is on the line which is dashed so it isn't a part of the solution. Dashed lines are greater than and less than symbols (< >) so the exact number isn't a solution. A solid line would be greater than or equal to, or less than or equal to which would mean the exact number would be a solution, but not in this case.
