Why did our Founding Fathers create a weak national government?

Underneath the Articles of Confederation, every US state saw vision of their own power and sovereignty as supreme to the national good, but the national government was not able to develop combined military force amidst the states to assist in putting down the rebellion, making clear a severe delicacy within the structure of the Articles.
