Explanation:

y=mx+b where m = the slope and b = the y intercept

the slope = change over y/change over x = (5-(-3))/(-9-(-3))=(5+3)/(-9+3)=8/(-6)=4/(-3)

y=-4/3x+b

plug in one of the points (it can be either)

-3=-4/3(-3)+b

-3=4+b

b=-7

y=-4/3x-7
