Explanation:

You can rearrage the equation to:


3y=x-9

Then solve for y:


y=(1)/(3) x-3

We now have our slope of 1/3. We can plug in our point and slope to the equation y=mx+b to get the y-intercept:


-1=(1)/(3)(3)+b


-1=1+b


b=-2

Now we have our slope and y-intercept we can form the equation:
