Cuatro means 4 and treinta means 30 so when it is 4:30, it is cuatro y treinta. Then, for cuatro y media, again cuatro is 4 but media means half hour. Half of an hour is 30 minutes so 4:30 is also cuatro y media. Hope that makes sense!
