Explanation:

Write the equation of this line in slope-intercept form. Then m = slope and b = y-intercept and the basic equation is y = mx + b.

Solving 3y+2x=-1 for y, we get 3y = -2x - 1, or y = (-2/3)x - 1/3

Here we can easily see that m = -2/3 and b = -1/3.
