Answer:

To govern fairly the actions a leader should take is to consider people who have different backgrounds, sexualities, conditions, ect. before making decisions.

An action that would show a leader governing unfairly is only considering themselves and people of their economic statute.

A historic leader that I have enjoyed is Obama because he legalized gay marriage and created affordable healthcare.

A good leader would ensure the safety of everyone under his or her command. If someone is running a fair government, they will see everyone's problems, not just certain people's. Most of the movies or books I watch or read feature a main character who takes a stand against their problem, and I believe that a lot more people should do the same. If you have a problem, don't stay quiet; stand up and say something to solve the problem. That is what it means to govern fairly.
