To start off we can subtract 27 from both sides

That gives us : 4(25-3y) = 23

We can then divide both sides by 4

That gives us: 25-3y = 23/4 (or 5.75)

We can then add 3y to both sides, and subtract 5.75

That gives us: 3y = 19.25

We can then divide 19.25 by 3

That gives us: 6.4

Using what you gave, that should be the correct answer? If there was an x-variable to substitute you did not include that.
