Explanation:

If the polynomial is rational, then one of zeros is 3 + 2i.

We are also given f(x) is decreasing function, it means the leading coefficient is negative.

The factors would be:

  • f(x) = - (x - 7)(x - (3 - 2i))(x - (3 + 2i)

or

  • f(x) = - (x - 7)(x - 3+ 2i)(x - 3 - 2i)
